Mike Debney (A.C.M.A.)
Mike Debney the owner of Defcon Training Limited is a Chartered Management Accountant and commercial professional with thirty years experience in the aerospace and defence markets. Mike qualified as a management accountant while working within the naval business of GEC-Marconi. Subsequent to qualifying as an accountant Mike moved across into the commercial function where in addition to continuing with his accounting role he took on commercial responsibilities. This lead to a long career within the commercial function of a number of prominent 1st and 2nd tier UK Defence & Aerospace contractors including various Marconi business units (commercial manager), Racal Avionics (commercial executive) and Thales Avionics (commercial director). Over this period Mike has negotiated major military and commercial sales and purchase contracts with the UK Ministry of Defence, many overseas governments and numerous defence and commercial contractors.
Mike has a significant breadth of experience in dealing with the UK MoD Cost Analysis and Assurance Services (CAAS) in both their project cost investigation and company cost recovery/profit rate agreement functions.
Mike formed Supply Chain Relationships Limited in 2005 and more recently Defcon Training Limited to provide commercial and pricing consultancy and training to companies wishing to tender for and perform UK MoD contracts. A lot of his time is currently dedicated to proving training and consultancy services with respect to the implementation of the new regulatory single source procurement regime for the pricing of UK MoD Single Source Contracts.
Obtaining the best finanical out-turn for single source contracts is not purely a financial exercise but requires a blend of both financial and commercial expertise and Defcon Training Limited believes it is uniquely placed and the only company providing this essential blend of financial and commercial acumen.
Mike also has extensive experience in negotiating UK MoD contract terms and conditions and providing training for UK MoD contract terms and conditions.
